Charles Emil Levy called himself Emil Waldteufel. He was born in Strasbourg in 1837 and died in 1915 after a eventful life as "Parisian king of Waltz". There were times of poverty and times of great success and popularity. His Spanish influenced waltz "Estudiantina", op. 191 is one of his most famous compositions.
Similar to Viennese waltzes, "Estudiantina" begins with a introduction, followed by four waltzes of different character and a coda. But there are also differences between Strauß' Vienese waltzes and Waldteufel's French waltzes. That's becuase Waldteufel's music was written for balls and dance nights, whereas Strauß mainly composed for concerts.
