Leontij Dunaev wurde 1939 in Poltawa (Ukraine) als Sohn einer Bauernfamilie geboren. Von 1951 bis 1958 studierte er Klarinette an der Militärmusikschule Kiew, anschließend an der Suworow-Militärmusikschule in Moskau. Darüber hinaus trat er in die Militärische Dirigierfakultät am Moskauer Konservatorium ein, die er 1962 mit einer Goldmedaille abschloss.

Von 1962 bis 1964 leitete Dunaev das Militärorchester in Stawropol und wurde anschließend zum Dirigenten des Orchesters des Verteidigungsministeriums der UdSSR ernannt. Nach seinem Abschluss an der Militärischen Dirigierfakultät des Moskauer Konservatoriums im Jahr 1970, wurde er zunächst Dozent und anschließend Professor an der Militäruniversität.

Besondere Beachtung als Arrangeur erfuhr Leontij Dunaev für seine Mitarbeit an der Orchesterausgabe der damaligen UdSSR-Nationalhymne von Alexander Wassiljewitsch Alexandrow, die später Nationalhymne der Russischen Föderation wurde. Zu Dunaevs Arbeiten gehören Transkriptionen unterschiedlicher Werke aus den Bereichen der Orchester-, Kammer- und Vokalmusik.

Zurzeit ist Leontij Dunaev emeritierter Künstler der Russischen Föderation, Doktor der Kunstwissenschaft sowie Professor für Instrumentation am Militärinstitut der Militäruniversität Moskau.
